Otherwise, you will need sighted help. Carefully move the mouse pointer at the top edge of the taskbar, preferably in an area that is open and clear of taskbar and notification items. When it hovers over the edge for a few seconds, the cursor should change shape. I am not sure, but it probably resembles two parallel horizontal lines. Now click and hold down the left mouse button and drag the edge down to the desired size.
