Unless you have some kind of Apple product, it is almost impossible to contact Technical Support for Itunes directly. The 800 number is 1-800-692-7754 or 800 My Apple. It has an automated voice recognition system which is better than most. Try calling that number and asking for Billing. It might work. If not, try Technical Support and see if they can switch you. When I had a problem like this, someone at Apple told me that the only reliable way was to contact them through e-mail. There are contact links on the Apple web site. Good luck, Sir. You might need it. No reflection on Apple though. They just don't have tech support dedicated to Itunes specifically.
