They might just have JAWS not announcing the frames. Try going to the "Adjust JAWS Options" dialog by pressing Insert + v. Arrow down or keep hitting the f key until you get to "Frames Start and End". If it does not report that it is on, hit Space until it does. Arrow down to the next option, "Inline Frames". Again, hit the Space key until it reports that it is on.

If this works, it can be set permanently by pressing insert + 6 to bring up the old JAWS Settings Manager. These options should be on the Header and Frames tab of the HTML Settings. (Not currently running JAWS 11)
