[Blind-Computing] bootstrap.exe

Can someone tell me what this is and if it's safe to let it install?  I was 
trying to start Hope when Hope told me that a new update had been installed and 
to restart Hope.  About the same time, a window popped up asking to install 
"bootstrap.exe", I canceled it because I have no idea what it will do.
