Well, it does on my computer so I am only going from my situation
I get it in focus and then use alt f4 and get the question and tap the space bar and it is closed and silent!
Glad to learn another way to accomplish this task

I don't think alt+f4 will silence narrator as turning it off.
You need to tab to exit, and the focus is on yes,

Or, you can also alt+tab to get to that window.

Windows+u will get you into the ease of access center, then alt+n should
start narrator.
