You are correct!  I changed the format & I was able to change the volume

  Mike,
  I take it you are using Win XP.
  If the .wav file is not the correct format, then it won't work.
  I believe it has to be a PCM wav file.

  Hi All,

  I want to decrease the volume of a sound file.  I get the sound file 
loaded
  into sound recorder & when I go to the effects menu, I get the message

  increase & decrease volume are unavailable.  Can someone Please tell me
