Are global hotkeys, or something like enabled?
I think that might otherwise disable the ability to enable single/specific
hotkeys, or something - don't have skype itself installed at the moment, so
can't double check - sorry.

In real version of skype itsself, Tools menu, arrow up to options, in that
dialogue, arrow to global hotkeys, make sure they're turned on, and check
their values, etc. etc.
