Well, if you open windows live mail, Most likely, windows live mail will do most of the heavy lifting for you. Besides, it's always good to back up your address book just in case! If you lose your address book on a computer failure, Then? What!

To export Outlook Express address book to a comma separated value (csv) file. 1, Press alt+f=file menu. 2, Press the letter "E"=export. 3, Press enter on address book. 4, An export tool dialog will begin, you'll see/hear a listview with text file(comma separated value) in the list. Press spacebar to select it. 5, Press tab until you hear export button and press enter. You're being asked, what you want to save the exported file as, type in a path and file name with an extension of csv, for example c:\windows\desktop\address.csv. 6, Press tab to navigate to the next button press enter. 7, Here You land into an csv export dialog-screen where you're being asked, what fields you want. All fields will be selected by default, so just tab to the finish button and press enter. You will be notified that the file has been exported, press enter on okay-button. Press enter on the close button. Hope this helps.
