Chances are it's indeed Microsoft Visual Studio.Net 2010, and as far as I know, you need to make use of jaws 13, and the professional or enterprise versions of Visual Studio.Net 2010 to work efficiently/effectively, but, there are guys on the program-l, blind programmers mailing list who do already work using it:

I'm guessing it's visual studio as there are some blind people including me
who want to do programing.
As for a tutorial freedom scientific has a podcast in which one of there
people demonstrates using c#.
I'm not sure of which one it is but if anybody wants it I can try to find
it.
