Hi,
the hardware is not the problim in this matter,
the software is the importent thing to know if its accessible or not,
in my cace I'm using SkyStar2 USB satellite tv tuner,
& I don't use the official software that came with it,
cause there is DvbViewer Pro working with it,
its around 15 euro's or like 20 u.s $s
Its accesseble and verry screenreader friendly,
and it has tons of features like recording ixetra...
you can check if its cumpateble with your hardware of choice
mey be asking them via email.

hope it works for you
take care...
