Wrong location!
Here it is:

C:\Documents and Settings\Mike\Local Settings\Application Data\Identities

Here is what the entire path might look like for the folders in one 
identity:

C:\Documents and Settings\Mike\Local Settings\Application 
Data\Identities\{9B14C208-C69C-4852-BB2E-DAA18D7C580D}\Microsoft\Outlook 
Express

Another way to the folders for a particular identity would be getting the 
stored folder location from within OE,
and I believe I have instructions on the website:

Hi All,

I looked in an Identities folder at the following location:

C:\Documents and Settings\Mike\Application Data\Identities

There are 8 folders here, & they are all empty.  I made sure that all
folders were unhidden & all operating system folders were showing.  Can
these folders be removed being that they are empty?  All advice will be
greatly appreciated.  Thanks much, take care.
