it seems (to me) that i.E.9 and jaws combined is limiting/not recognizing particular types of links as well as it did in 8. you might try getting your virtual cursor on it as normal, then hitting the insert f7 combo for links and using the activate link button in there to get your download started, then alt and n to see if it's waiting for that all encompassing response from you to actually start it downloading.
