you do not need anything other than voiceover on the iPad, and if you work with it a little bit its nearly totally accessible, the external keyboard is not even necessary just a bit of Patience to get used to the keying method.
I believe other tablets are accessible as well since they come in android, Linux and such and there are accessibility products for all of the above.
