Using Annette's examples, place your starting time in column "A," "A5".
Next write 0:15 in B2. Now go to A6, press equals, type $B$2+A5. If you
want to auto-fill the other cells, select from A6, down to the cell you

If you want your times in column A to increase by 15 minutes for each entry
in that column, place your starting time in cell A5.
Identify a cell to contain the time increment that you want to increase each
entry by. In your example it is 15 minutes. Let's pick B2 for this, so

If at some point you want to generate a list of times that increase by a
different value, you just need to change the value in B2, or where ever you
have that value hiding.
Note 4, your times will be displayed in 24 hours format. I do not know how
to accomplish this task and have the times displayed in 12 hour format.
