I'm able to figure out the correct runes and each time I do this, I get a lore excerpt. My guess is when I get enough of these those excerpts will somehow morph into something more useable and add themselves to my journal but this hasn't happened yet. I use free upgrades to do the research for these excerpts too. Interestingly the level 1 lore fragments have a 5% success chance but a lore fragment from level 2 I got has a 25% success chance.
