It depends what you mean. The level can only be completed when the board
is cleared of monsters.
Essentially, the game will put a group of monsters on the board at
predetermined positions when the level starts, so that as you travel the
level you will clear them and retrieve their items. But enemies will
also appear somewhere near your position from time to time as well, so
that if you take enough time to complete the actual level, the game will
have spawned a new enemy. But we're talking minutes here - it should
always give you some time to clear the board.
So yes, some levels do have a whole bunch of enemies, but if you want to
play it as a so-called infinite mode then you can just wait around for
new enemies.
