I believe that the pocket eddition of minecraft could be made accessible with a bit of work.  I don't have a copy of the pocket edition, so can't accomplish the task, (if it's doable at all), but I know that the pocket edition is scriptable, so it should be possible to rig scripts to tell you what your current block is, what's the blocks around it, setup sounds to play when monsters come near, and so on.  I'm not sure if combat would be possible, but the building aspects could certainly be made usable by visually impaired users.  It would take some work, and the player would need to be fairly well versed in visualizing the area around themselves so as to not to get too lost as to what's happening, but I believe it's definitely possible.
