You just have to keep exploring. If you kill every monster you’ll find a security chip to unlock said lever.

Oh gosh. This level is full of nasty surprises. I'm stuck in this maze of alcoves and doors. Right now, I've reached a lever in the wall that is locked in position, if I try to blow it open with my timed blast mine, I get a message that there is no escape from this level.
