If what you're looking for is source, you can probably use the bsdgames
package as a starting point:
https://github.com/vattam/BSDGames
However, I think an end product would need to rely on audio: as with
many such games, it uses an ASCII map. The issue here is that the map is
rather large and updates every few seconds.

It looks like I'm going to be spending some time at our local library.
I first learned about this game in a magazine article that had a BASIC
language listing of the first version. From there the idea went commercial.
If I can find that article, I could use that as a launching point to
make my own version specifically designed for screen readers.
Back in the MS-DOS days, I was always playing Tracon whenever I had some
free time. I would love to be able to play this game again. Tracon was a
commercial game for MS-DOS. I believe it was released around 1986.
Before that I played the version from that magazine article. I had
converted it to run on my Apple 2.

There's definitely a version in the bsdgames package for Linux that was
brought up here a while ago, but I don't believe that would be playable
with a screen reader.

Although I have heard of games where you can fly planes, such as
Eurofly, and drive trucks, I haven't heard of any game on any platform
that allows you to play as the air traffic controller. If the original
ATC text-based game was a dos game, you might be able to run it using
something like DOSBOX. Though I'm not sure if there are still screen
readers available that would work with such a program. On Feb 20, 2024

Hi everyone!
I hope you all are having a great 2024 so!
Before I lost my vision one of my favorite games was Tracon, a quite
realistic air traffic control simulation, and the original which was
text based and simply called ATC.
I was wondering, is there a blind accessable air traffic control game or
simulation?
I would prefer it to run on Windows and not require any gaming clients
like Steam or Origin.
Thanks!
