I don't remember needing much instruction, as it's been a long time since I played it.  But I think I can give you an idea of how it works.

There is one big button that you press, maybe hold, to turn it on, and a small one that you use with a blunt object like a pen for resetting it if it gets messed up.

There are different levels of the game.  Try just pressing the big button to toggle between them.  That might be when the speech starts guiding you.

Choose your challenge.  I recommend that you start with the guessing mode, in which you can take your time until the last of your guesses.

It's like each ball is saying something, a word or part of a phrase.  The object is to rearrange them from left to right in the correct order in as fewest moves as you can.  I think the game will give you points for that, at least beyond the guessing level.

When you're done playing, try pressing and holding the big button again.  If you don't turn it off in maybe ten minutes, it will shut itself down.

I hope this helps you, and that you can start enjoying this game!,

Hey Y'all!

Does anybody know where I can find instructions for the Say What" unscramble
the phrases game? Mine arrived today and so far I've only been able to get some of
the instructions OCR ed.

Thanks!
