Hi, Allan. I don't think your idea of Palpatine having an unknown twin is to far fetched,. We do know from various extended universe history that Palpatine's master paid his parents to keep him out of the Jedi order, and when Palpatine was old enough his master took him, and trained him in the dark side. Palpatine eventually grew strong with the dark side aided by a Kyber Crystal, and slew his master. Nothing suggests in the extended universe if Palpatine might have had other gifted family members. Perhaps with Palpatine he tried to slay his family, and his brother escaped or like you said was assumed dead, and was rediscovered many years after Palpatine himself was destroyed.
