Not exactly.
The dcm is a plugin dll all screenreaders use.
If you have an old version of your screenreaders, with hal its 5.02-5.11 with 
jaws its 4.5 and up till 5.0.
Upgrade your reader and you will be good.
Warning though if you havn't upgraded your reader in a while and want to get 
another reader you will have to have your reader you have existing on your 
system upgraded since dcm and non dcm will not work they may sort of but you 
will have issues and when you try to uninstall you will stuff up the chain and 
have to reformat.
I did this before, so just don't do that man.
Every screenreader is dcm complient.
Dcm is a standard and comes in all readers.
Aparently some fax programs use it.
You don't need a program per say, hell its 2 util files and a chain changer 
program.
And in most cases you don't need to worry about it.
If it will not load all you need to do is push enter or whatever and reboot and 
its ok.
Nvidia cards do have issues with it, just make sure you are updated to at least 
november 2004 thats all.
