winzip can make said files.
But you really need to buy it to have a licence.
To be fair though I have seen pkzip sfx on shareware done by other old software
makers and they seem to have got away with doing it.
Winzip says its alegal to do said files if you are going to distribute, but I
have seen some software I use to have this notice and still distribute.
There is izsoft's izarc from www.izsoft.com which is accessible as long as your
system is fast.
There is innosetup from innosetup.com.
There are probably others.
If you care to, you can also use the shareware version of pkzip for dos I think.
There are other programs like max split but well I don't use those.
