So you guys are basically just saying to go and change some of the settings? 
I ask because the problem doesn't seem to have anything to do with force 
feedback. What's happening is the wheel locks up completely. I can't use the 
pedals either.  Just the horn in topspeed.
I will try it though.
If anyone has anymore suggestions, pleas let me know. Thanks for all your 
help.
