Hi David, Perhaps Thomas could send a letter saying "If your company does not respond to this letter in sixty days, I will accept this as an affirmative towards my request." Lol, I wonder if that would work? Have it certified so that you are assured it showed up and there you have it. Implied permission when they ignore you again. CD companies like BMG do this all the time, considering non response as an affirmative for their special deal of the month, so that they can send it out and bill you for it.
