That really depends on what time period we are speaking of. There was a
season of Deep Space 9 where the Dominion had infiltrated the Klingon
government and military, and the federation and Klingon Empire went to
war. That happened in episode Way Of the Warrior. that also happens to
be the show Warf joined the Deep Space 9 crew.
My present thinking about the storyline for STFC is the Founders have
stirred up tention in the Alfa Quadrant and used the Cardassians,
Romulans, and Klingons to attack the Federation.
Alternatively, but less likely we know that not all Klingons were
friendly with the Federation. The house of Duras for example had bones
to pick with the Federation and the provisional government of the
Klingon Empire. As well as ties with the Romulan Star Empire.
Anyway, there is plenty of viable Trek explanations for why the Klingons
are in STFC. Smile.
