on my hedge trimmer and my string trimmer the primer bubble is removable and replaceable by removing four screws. Careful, there is a little thin plastic membrane with a couple of slits in it which I think perform the function of a check valve. Have a look and see, you may be able to purchase the part and instal it yourself if you know the make and model of the mower.
