Hi Jim,

This will probably turn out to be a bigger job than you expect just because 
it is small. It will use pretty well all of the usual frame building 
techniques but not so much that you can be efficient with it.

Now I want to know if this wall is down the open side of the stairs and if 
so, do you wish to access the space under the stairs?

Your description is good but I want to be sure I understand the task fully. 
It sounds like there is an existing light switch and electrical outlet which 
leads me to think that the construction is against an already existing wall. 
Maybe you are talking of installing a light switch and plug in the new wall?
