Dale,
Eastman products makes a product called panel seal that is far stronger and 
much more resilient than the traditional silicone products. The bad news is 
that Robert is will need to find solid metal before he can effect any kind 
of repair. I have seen situations where you may need to remove an entire 
floorboard in order to find that solid metal. This could easily turn into 
something he won't want to tackle as an in car fix.
