That last part about video connections is true for sure.  I've watch roto 
rooter camera my sewer system and it was displayed on a black and white 
monitor.

Dear Dan and list members:
Not knowing for sure how all things are connected makes solving your problem 
more difficult. If your basement drain is connected to the same drain as your 
sewer, then it seems to me there should be a trap, or you would be getting 
sewer gas and odor in your basement. There are floor drains which have a float 
built in to prevent back flow and this will also prevent gas intrusion, 
provided you keep enough water in the drain to float the ball. 
A check valve could also but put on the drain to the sink in the basement, but 
the commode is a more difficult problem. It has a built in trap of course, but 
that would not stop back flow. I would venture a bet that there are commodes on 
the market which will have a check valve built in for just such situations. 
My last comment would be to investigate the possibility of rerouting the 
downspouts with underground piping to get the water away from both you and your 
neighbor's homes. While you are at it, make it a water fall with a bird bath.
