Yes, I could be proactive about the rain gutter thing and take it upon 
myself and disconnect them.  And then be very very careful to make sure 
that I don't change the hydrology of the area and affect my neighbors.

But I will say the following:

The flood in my basement did not happen because there was a backup in the 
main sewer line due to all the rain.  The flood happened because there was 
a blockage in my sewer line connecting me to the main sewer.  We have had 
much worse rains than that fateful day and no one around here has had 
sewage in their basements.  My neighbors have lived here for 25 years and 
sewage in the basement has never been a problem, although a number of the 
houses have had the same issue I had, where their connection got blocked 
and and the rain water over-ran into the basement.  Of the two neighbors 
who have been here the longest, it has happened to each of them once.  I 
am not in the least concerned that we will overwhelm the sewer system in 
this area.  We are the highest houses for blocks and blocks around, and my 
house is at the upper end of the neighborhood.  If sewage is backing up 
into my basement, the folks at the end of the block will have about three 
feet in their basement.  And the folks in all the houses around our little 
neighborhood will have sewage pouring out their second floor windows. 
*GRIN*

Yes, I can have them send a camera down the line, my plumber mentioned it. 
I am not exactly sure what that buys me though.  He went down the 
secondary clean-out trap near the back of the house and made it through to 
about two feet short of the main trap leading out of the house.  He 
augered the hell out of it but couldn't get through whatever was there. 
If we spend the 185 bucks to send a camera down, they will be able to tell 
me exactly what is blocking the main trap, a pipe slipped, something fell 
down the basement drain, whatever, but it wouldn't change the fact that we 
would have to dig up the basement floor around the main trap to unblock 
the blockage.  So, why spend the money only to find out ahead of time what 
we would find out when we dug it up anyway?

Just my thoughts.
