As a kid we lived on an island and burned a lot of our garbage in drums like 
that. Dad only made a few holes in the side, only a few inches up from the 
bottom. I don't think you want holes in the very bottom, ash and hot coals 
will fall through. Too much air and your fire will be extremely hot. You may 
want to be able to allow collected rain water to drain.
