Could be water hammer. That is caused when water suddenly changes from stopped to moving or moving to stopped. Turn on and off the valve slower and see if that does the trick. They do make water hammer arresters that will eliminate or reduce the problem, but I would fix the toilet first and see if it still does it. Michael
