The trouble with dipping something into the oil is that you will find it very difficult to feel where the oil mark ends. If you get even a little oil on your finger and you certainly will, that is that. A float device might work, something that will float in the oil and protrude above the port, maybe something like a straw corked at each end and marked at the appropriate height might work. Probably a puff of air which bubbles when the oil level is adequate is the most dependable method I have heard of on this list to this point. So far I have been able to have sighted help around when I needed it but it is also true I don't keep on top of this as well as I should.
I don't understand why a hanger or a piece of metal notched at intervals and suspended through a cork is any different than a dipstick. Many dipsticks have labels or marks scribed onto them already and if they do not, a file will easily mark it for you. Already though we have identified that the dipstick is inadequate for use by the blind and hence the discussion.
