We installed radiant floor in our
addition.  This is the hot water system, not the
electrical.  We used the clips on the PEX, and
then insulated it.  There was no reflective
material under the PEX.  This was a 24' x 28'
addition over the  garage, so we were installing
it in a wide open area.  I can imagine it being a
little difficult to install in a crawl space.  The
PEX is flexible, but it is still sort of rigid.
It would be doable, but not sure I want to help.
It all depends on how much room you have to work.

There are several ways of doing it but the one I
was thinking of uses clips on the under side of
the floor in the joist bays into which the PEX is
installed. I think they add some reflective
material under that then 
insulate. The electrical systems are good too,
relatively cheap to instal 
but expensive to operate particularly over a room
of any size and you may 
need an electrical upgrade for a room larger than
a bathroom. I also 
understand that there are issues with installing
concrete over wood, the 
bond tends to break as the wood changes, there are
ways around that with 
rubber membranes and such. If you already have a
water heating system you 
may wish to look into the PEX system as you
already have the heating plant.
