When I lived in Oregon most of the houses there are built with a crawl space 
under the house and there are vents around the foundation most of which have a 
plastic door that you can open or close. There they would close the doors in 
winter and you also could get  these foam insulated plugs that fit in the vent 
cavity for added protection.  The only reason for fresh air in the crawl space 
would be if there was combustion air for a furnnace or water heater etc.being 
drawn  from the crawl space crawl space

  We live in SC. I have heard different opinions on whether or not you are
  suppose to close the vents or leave the vents to the under side of your
  house open in the winter. The reason for closing the vents is to keep the
  cold air out and this keeps pipes from freezing. Also I have heard you are
  suppose to leave them open so the under side of your house can get fresh
  air. What is every one's opinion on this?
