The wiring should be in tact. Fluorescent lamps don't usually get all that 
hot, the lamps you are speaking of do have ballast built into them so a 
fault might generate a lot of heat but it usually does not.

Nevertheless I would not likely handle any wiring near a suspect fixture 
without breaking the circuit. After all why are you inspecting it if you 
don't expect to find a fault? Finding that fault because it is energized 
would be, at best, very unpleasant.
