  Carl,

  Some woods have an open grain which will not give a smooth finish. There are 
  special fillers you can apply to fill up the grain. Usually they are applied 
  across the grain so you don't just wipe on and off again, once set up fine 
  sanding or scraping will leave a much smoother surface.You can then also 
  apply sanding sealer. This will cause the grain to pop or fir up a bit but 
  stiffen it it for the next sanding.

  some use wet paper with water to wash away any grit and dust as they sand to 
  keep scratches from appearing, I have never done this but I understand it to 
  also be a good technique. I would think you would have to continue working 
  until the wood is about dry to keep the swollen grain from protruding but I 
  don't know that for sure.

  To get that really smooth surface I have found that sanding between coats 
  with very fine paper then tacking off the surface thoroughly so there is no 
  dust before applying the next finish coat is the only way. Even with oil 
  based finishes, application will cause some of the grain to rise thus 
  changing your finely sanded surface.

  There is no denying that a fine finish depends on detailed attention to each 
  preceding stage.
