After a short "design conference" here among three engineers, We don't believe the cell phone test. There is no way to determine how much signal loss is being caused by the microwave's cabinet. It could be that just a few DB of loss is all you need to cause a call failure whereas since there are several hundred watts of power being generated inside the oven, you would need many times that much isolation to assure safety.
Not that I'd spend much time worrying about most decent microwave ovens unless they've been physically damaged. If you put your finger near the door seal and it gets warm, then get it fixed.
