I still can't imagine that! How deep are the puddles you guys park in? How do you live with that much water lying around?
The logging trucks up here slop through mud bush roads, they have to take them off at some point during freeze-up and spring thaw because the heavy trucks and loads destroy the roads but they never seem to destroy tires by freezing them in even when they are there over night. Even at thirty below it takes quite a while to freeze an inch of ice and that wouldn't hold a person never mind a truck. Admittedly you probably don't use quite the same tires we do but they must nevertheless be pretty substantial on the trailer of a glass delivery truck, glass is very heavy. How many hours would a truck like that be parked at a loading dock anyway? and again in how deep of water, that just seems unreasonable for there to be that much standing water at a loading dock, the mosquitos that must breed during warmer weather unless maybe they stock it with fish in the summer perhaps? I don't mean to say it couldn't happen, just that in well over fifty years in climate where I would expect it should happen as far as I know it has never happened.
