Put a slight tooth on the original paint with a quick rub with medium sand paper, maybe 120 grit, probably garnet or aluminium oxide which is sharp and less likely to clog.
you don't need a lot and you should wash the surface and let it dry before applying the water based paint. What you are doing is removing any surface oil and breaking the surface of the old paint just enough to give the latex something to hold onto. Have fun!
