the so-called telephone wire like the kind used in modular cables isn't intended to be stripped, you need to use a strip and crimp tool intended for the purpose that puts the modular plugs onto the wire. It's the modern version of what used to be called tinsle wire. It can't be stripped or soldered because of the cloth, or now-a-days, plastic that's incorporated into the wire its self.
A knife technique that can be good for doing larger wire is to slice along the length of the insulation instead of across it. This way when you hit the stranded wire, the strands will be more likely to move asside from the blade. Yu then can peal back the insulation from the wire and cut it off after you've bared as much wire as you want. This works best on wire say #14 or larger.
