Hi Jeff,

Here we don't usually run drainage tile under the basement floor but we lay 
weeping tile around the perimeter of the footing usually at time of 
construction. It is bedded in crushed rock, these days it is usually vinyl 
with perforations and we usually have it "in a sock" which is to say in a 
sleeve of fabric. In some places this can be fed directly into a storm sewer 
system, others require a sump. Sometimes the weeping tile fails or more 
usually fills with very fine silt and requires replacement. I did that when 
I rebuilt this old house several years ago, replacing clay tiles and 
including the addition. I also scrubbed off the cement walls and stuck two 
layers of extruded Styrofoam insulation to the exterior walls to both 
insulate and help waterproof the walls. You slope the tile to the lowest 
point, in your case the sump and in your case probably to a point just below 
the bottom of the footing so you can punch a hole just big enough to carry a 
pipe under the footing into the sump.

If sewers are low enough you might like to penetrate that and drain it 
directly there but it may be illegal and you run the risk of back-up. In my 
case this is a problem so I installed a one way trap and so far, over 16 
years there hasn't been a problem. Your municipality may have a storm sewer 
for the purpose but as you already have a sump pump which pushes water 
somewhere you may be happy to leave it like that.

If you can keep the periphery dry then water won't get under the floor and 
it too should stay dry so long as the tile is operating.

I had a chap with a back hoe excavate and it took him maybe a day then 
another day to fine tune the grade. I laid in quite a lot of crushed rock 
and then sand to near grade. Then try to arrange your land scape to also 
direct water away from the building.

I hope this gives you a few ideas. The point is to try to keep the water 
from getting to that area under the floor by diverting surface water and 
collecting water around the footing.The water will take the easiest route 
which you are contriving to be the weeping tile and sump.
