Hi,
As far as I know what you have heard about extremely high rates is true. 
Also one possible thing is that if for some reason you do flood, The 
insurance will pay and then drop you because of the claim. You could 
probably ask them directly what they would do in the case of a claim and see 
what they say.

My honest opinion is do not purchase this property. Try to get something 
better. You may have to put out some more money up front but you won't have 
to worry or have the headache if it floods.
