  Furnaces come in two stage and two speed heat ratings. Boilers call it hi and 
low fire usually. It can be automatic change over by a thermostat in the water 
jacket that reads the hot water temp, an outdoor therm that switches as the 
temps outside get colder. 
  In the case of electric, a sensor in the duct detects the heated air temp of 
a warm air system and fires up more electric heat if the temp drops below a set 
point.
  In the case of two stage, additional gas, electric, whatever is added to the 
operation. In the case of two speed, the unit stops and re-starts as the fan 
continues to run the entire time. In the case of a two speed or two stage 
variable speed, the unit will transition from one speed and volume to the other 
and back. Multiple speed units always start in low output and will return to 
low output again before turning off normally.
  The idea behind two speed and two stage units is extremely even temps are 
maintained for comfortability and max savings on operating costs. Turning the 
thermostat off will defeat any purpose in having even heat or cool since the 
wall temp it is mounted to needs to be even also for proper operation. These 
new thermostats are accurate to less than one half degree, where as the older 
styles of thermostats are only designed for a min of a 3 degree swing.
