It is of course hard to know not seeing the set-up but I don't see Teflon tape 
working well because there isn't any thread or anything else and the tape works 
more like a filler which can stretch and mould.

Fitting hose over a smooth pipe can result in voids. moulding tape to fill 
those voids seems to be pretty difficult to me unless the tape is itself 
somehow compressible but to have enough thickness to compress means you will 
not be able to get the hose over it and the tape will slide up the hose. Some 
sort of rubber tape will roll up as the hose pushes it and so on.

There are rubber like cement and other compounds which remain gooey. While it 
would take a little work to clean it off it would clean off. Even something 
like silicone calking might work and still allow you to push the hose over the 
plastic fitting and would seal securely when the hose clamp is tightened down.

I am not certain but you might be able to get metallic barbed fittings to 
insert in the plastic end and slightly larger end to fit into the hose. There 
may also be plastic ones too but that will narrow the inside dimension of the 
pipe which will reduce the efficiency of the pump.

You might ask at a good plumbing supply for a barbed fitting that will glue to 
the end of your pipe, ABS or PVC be sure you get the right one and the right 
adhesive. My local hardware store has bins of various configurations of metal 
and plastic barbed fittings but I haven't examined them all.

Finally, you can purchase threaded fittings to go onto the end of the plastic 
pipe to fit the female fittings standard on the end of hoses assuming the right 
pipe dimension, usually three quarters I think. You can then fit a standard 
hose fitting to the end of the hose and just screw it on. You can even make up 
fittings to transfer from plastic to brass which will be more durable for 
connecting and disconnecting year over year.

Can't think of any more possibilities but I don't see wrapping tape and trying 
to get the hose over it as a very practical solution and even if the hose is so 
loose it will fit over the tape it will also be so loose that as you tighten 
the clamp over it it will tend to form a slight pleat and leak there.

  Dale, I really don't think putting any kind of gunk between the PVC Pipe and 
  the hose is a good idea. These hoses can get a leak at any time. Once 
  there is a leak, you'd have to replace the hose. The new hose would need a 
  nice clean and smooth surface in order to prevent leakage. Teflon tape is 
  all they recommend . One of these days, I'm going to get rid of all the 
  hoses, and hard pipe it with PVC pipe.
