Jennifer, Hardwood floors were not commonly used in the 60s and '70s although you may find some.They date back much earlier and of course have enjoyed a revival in the past 15 to 20 years.
As for what is under the carpet mostly you have to look. The ground floor of this house has hardwood some under carpet but a lot is under a layer of what look to me like asbestos tiles and vinyl sheet. Some of it is in pretty bad shape too. Even if you are told it is there, you can't be sure about why it was covered up, it might be in pretty rough shape.
