Here is a recent question from our online Ask a Pro forum:      

Q: I want to add a ground-level deck to my current deck, but I want it
to be flush with the ground. I am thinking of digging down 8 inches,
then putting down landscape fabric and then 3 inches of gravel, with
treated four-by-fours and cedar two-by-sixes. Would this work? 
- Steve in Calgary 

A:It may work, but first a couple of considerations. First, will the
area drain well (does it slope away from or into the deck site)? The
depression you will be creating could create a pond of rain or melt
water, which would shorten the life of the lumber. Second, you might
consider digging a little deeper. Use course crushed rock and add
weeping tile at the lowest side. The tile will help run water away, and
form a sump of sorts. The coarse stone holds less moisture and adds to
the lumber lifespan. In any event, the level-to-surface deck won't last
as long as above-grade decks, but these ounces of prevention could
maximize life for you.
