They have found that concrete poured under water for bridges is much 
stronger and harder and last much longer than other concrete.  After testing to 
find out why they come up with the answer.  
     Pack damp sand in a box and remove the box and see how much weight it 
holds when dry, try it with dry sand.  Next pack wet sand and water it down, it 
will settle and compress even more.  After it dries, it is especially adhesive 
to it's self and will withstand an extreme amount of weight.
     When roads are made with concrete you will notice that they use more water 
on it than is needed just to keep it wet from cracking.
