There was a watt hour meter project in popular electronics back in the 70s I think. Sorry I can't do any better than that. I don't know how it could be adapted for the blind. It's not enough to measure the current. You need to compare the phase with the voltage to get actual power. Then it has to be accumulated over time to get total energy consumed.
